RIDOC John J Moran Medium Security Facility Strategic Facility Plan

The John J. Moran Medium Security Facility is a state men’s prison, owned and operated by the Rhode Island Department of Corrections (RIDOC). The facility opened in 1992 and maintains an operational capacity of 1,006 prisoners. Ellana provided ROM cost estimates for five scenarios ranging from $14 million to $78 million to potentially upgrade the facility.

The project represents a high-level review of options to increase RIDOC capacity. Ellana prepared estimates for the following:

  • Option 1 – Minimum security housing (two levels new & two levels retrofit)

  • Option 2 – Minimum security housing (three levels new & two levels retrofit)

  • Option 3 – Medium security housing (three levels new & two levels retrofit)

  • Option 3A – Medium security / medical addition new - one level

  • Option 3B – Medium security / medical addition - one level - new 5,600 SF / 6,400 SF renovation
