Correctional Treatment Facility Annex

To address aging infrastructure at the DC Jail and a changing resident population, a prison addition is underway at the Central Detention Facility at 1900 Massachusetts Avenue SE in the District of Columbia.
Ellana prepared a concept design cost estimate for the design team led by CGL Companies and CORE architecture + design. The project consists of two annex buildings totaling 750,000 SF as well as two levels of underground parking, and a 30-bed infirmary. A hardened decorative perimeter façade with planters will replace the typical jail 13’ double row fencing and guard towers. Connections to existing the facility will be made via bridges, stairs, and elevators.
Our estimate considers a 4.5% per year escalation for Annex 1, with construction beginning in 2027 and wrapping up in early 2031. A 4.5% escalation per annum is applied to Annex 2 with a 36-month construction schedule beginning in 2032, finishing in 2035.
Our cost experts provided pricing for structural steel framing, pre-weathered paneled rainscreens, piled foundations, bulletproof glass storefront, secure ceilings, open mesh ceiling materials for outdoor areas, prefabricated inmate cells, HVAC, and vertical transportation.
