New York City Jail Master Plan

New York City plans to close Rikers Island and replace it with a smaller network of safer borough-based jails that will house a population of no more than 3,300 offenders. Ellana provided cost estimating services at the pre-schematic design level for a comprehensive study of the design and location of several New York City jails. Perkins Eastman’s team evaluated three existing jails in Brooklyn, Queens, and Manhattan looking at sites for new detention facilities, particularly in the Bronx, where the borough’s main jail occupies a barge in the East River.

The upcoming incarceration facilities will be designed to accommodate better education, vocational, health, and re-entry services for those who are awaiting trial, serving sentences of one year or less, or pending transfer to another facility. Located within each borough, the jails will increase access to communities and courts, while allowing inmates to maintain connections to families, attorneys, and other service providers.

The master plan team produced three conceptual designs, complete with plans, sections, elevations, and renderings.
