Jessup Correctional Institution is a maximum-security prison located south of Baltimore City. Originally named the Maryland House of Corrections, the facility dates back to 1878 making it the second oldest prison in Maryland.

Ellana provided approximate cost estimating services for this comprehensive effort. This master plan includes: 1) bed space projections which considers upgrades to increase capacity within existing facilities; 2) identifying barriers to a more efficient system; 3) strategies to increase flexibility and address needs more cost-effectively; and 4) recommendations for centralizing support services.
