Prototype/Model Secure Juvenile Justice Facility

To improve outcomes for youth offenders, the New Jersey Juvenile Justice Commission set out to replace existing large, congregate care secure institutions with smaller, state-of-the-art regional facilities that are closer to home. This change creates more opportunities for family participation in the rehabilitative process. The new facilities should represent best practices that enhance the safety of staff and youth while fostering the delivery of rehabilitative and therapeutic services in a non-institutional environment.

CGL designed a prototype/modelsecure conceptual facility that accommodates 48 youthful offenders which features three housing units, administrative building, and gymnasium. Ellana’s estimate included sitework, superstructure, exterior walls, roofing, interiors, window shades, elevators, HVAC, plumbing, fire protection, and electrical work.
