Ellana provided ROM estimates for a detailed Corrections Master Planning and Feasibility Study that evaluated the short term and long-term facility needs for the functional components of the Rhode Island Department of Corrections at the Pastore Center. This road map proposed various improvements and new facilities.

The Pastore Center is a major site for state hospitals and the sole location for state prisons in Rhode Island. The Adult Correctional Institutions are comprised of seven inmate facilities (five male, two female), all are located within one square mile in Cranston. Rhode Island operates a unified correctional system, where all offenders (i.e., those awaiting trial, sentenced, and under community supervision) remain under the jurisdiction of RIDOC.

The CGL team analyzed the efficiency of operating costs for each jail, identified factors that contributed to any higher-than-normal operating costs, and made recommendations for potential cost reductions.
