Horizon Juvenile Center Renovation & Expansion

This project began as a master plan for the Horizon and Crossroads Juvenile Justice Centers. Urbahn produced planning and design concepts that addressed the full spectrum of need to replace two existing 500,000 SF secure facilities.

However, in April of 2017, New York State passed “Raise the Age” legislation requiring those in the adult system below the age of 18 be treated as juveniles and moved off Rikers Island by October of 2018. This law demanded radical reformulation of the previous system. The master plan was amended to renovate and expand the existing facilities while maintaining security operations throughout construction.

Ellana provided cost estimating services from feasibility studies to design development for the master planning efforts as well as the renovation and expansion of the Horizon Juvenile Center. Our estimates included replacement of existing engineering systems, upgrades of security measures, improvement of finishes and architectural layouts, extensive sitework, temporary and permanent modular facilities, and an outside sports field.
