The goal for this project is to minimize the impact of flooding on the continued operation of the school. Since the property is both Pre-FIRM and pre 2008 construction, and the mitigation work would not be considered a Substantial Improvement, this work is being taken on as a voluntary effort not directly subject to FEMA or the 2014 NYC building codes. The main focus will be on the protection of the critical mechanical, electrical, and plumbing systems located below the 100-year flood elevation in the cellar. This protection will provide dual benefits of both reducing loss during a flood event and decreasing start-up time after the event. The project will need to be phased to minimize impact to the school’s operations. The general approach to achieving this mitigation will be to elevate the equipment. While it may not be feasible or practical to protect all of these systems to the Design Flood Elevation (DFE), the design will raise each system as high as possible. A portion of the cellar mechanical area is occupied by the ConEd transformer vaults and network protector rooms which is outside the scope of this project.
