With 65 floors, 4 World Trade Center is the third tallest building on the World Trade Center campus. Port Authority of New York & New Jersey renovated and modernized 41,000 RSF of work areas on the 17th floor of this Class A building, which included the Chief Security Office, PORT department, common areas, and WTC department.

During the concept phase, Ellana provided value engineering and ROM estimates based on a preliminary design set. Our construction cost estimates included pricing for ceiling elements, structural framing, HVAC, electrical upgrades, lighting, and demolition.

Barnstable Straightway & Hyannisport Water Treatment Improvements

Due to increases in water usage during the summer months, all Hyannis Water System (HWS) wells and treatment facilities must operate continuously to meet demand. HWS has been constructing upgrades in stages to improve water quality, reliability, and resiliency while maintaining operations.

The goals of this project include:

  • Maximize the permitted capacity of the Hyannis Water System

  • Increase the amount of water that the wells can supply

  • Allow the water treatment facility to be operated year-round

  • Improve the water treatment process to further improve water quality

  • Protect the wells and buildings from flooding

  • Improve overall system resiliency

Ellana prepared cost estimates during design for this utility project. Our estimates include pricing for tanks, piping, fencing, asphalt, precast concrete, and sitework.

Barnes Air National Guard Base Main Gate Relocation

Westfield, MA

The 104th Fighter Wing is a numbered organization of the Massachusetts Air National Guard, stationed at Barnes Air National Guard Base, which is co-located at the Westfield-Barnes Regional Airport. Relocating main gate operations for employees and visitors to comply with DoD minimum anti-terrorism standards for buildings was a priority for the Wing.

The gate relocation project includes a 300 SF gate house, 1,200 SF of overhead protection, two lanes of POV checkpoints, 1,200 SF commercial vehicle inspection bay, security fencing, passive vehicle barriers, emergency power generation, and roads.

Ellana prepared cost estimates with options and additive bid items at the following phases: preliminary concept development (35%), Contract Document Development (65%), Pre-final Design (95%), Final Design (100%), and change order cost estimates. Our work met the requirements of the latest DCAMM Cost Estimating Manual. Estimates were submitted in both Uniformat II to Level 3 and CSI Masterformat during the design phases.

Boston City Hall Renovation

This high-profile and highly visible project for The City of Boston posed many complications for the design team. Challenges included existing subsurface conditions, three active subway tunnels, underground parking garages, a vague utilities layout and neighboring building owners. The design team intends reuse a significant portion of existing materials from the site, including brick pavers, and recycle existing material for substructure fill.

Ellana provided costs for key components of the project including accessibility upgrades, providing opportunities for civic events, sustainability considerations, and the upgrading of landscaping and hardscaping to facilitate civic engagement. The team provided study level and SD level cost estimates to the design team to help the owner set the budget for the project.

The project design includes water features (waterfalls and water channels for public interaction), custom playground features for families, accessibility ramps, gardens, a modern café, and plaza areas. The space hosts public performances and events like music festivals, rallies, sports team celebrations, open air charity events and food festivals.

Boston City Hall Renovation Phase 2

Ellana served as cost estimator on the Phase 2 expansion and reconfiguration of Boston City Hall Plaza, continuing work with the Sasaki team after the successful completion of Phase 1 in 2022. In addition to cost management, Ellana experts also participated in reconciliation exercises.

The plaza, a notable civic gathering space, sits above the country’s oldest subway tunnels. The next phase of City Hall Plaza improvements focuses on the inner courtyard of City Hall and other critical areas. The project scope includes a new elevator that will replace a set of escalators between the second and third floors. The elevator will include a stop at the fourth-floor courtyard and solve a significant accessibility challenge. Major HVAC and MEP repairs also are planned.

Egmont Street Veterans is a state-funded family development consisting of 120 units of one, two and three bedrooms in three-story, garden-style apartment buildings. Trustman Apartments is a state-funded family development consisting of 86 units of one, three, four and five bedrooms in three-story, garden-style apartment buildings.

Brooklyn Navy Yard STEAM Center Expansion

The Brooklyn STEAM Center has around 30,000 SF on the third floor of Building 77 and offers vocational and technical education courses. For this project, Ellana provided cost estimating services for a 27,000 SF expansion of the Brooklyn Navy Yard’s STEAM Center. This space is currently unoccupied, and this expansion is designated to include new classrooms, three spacious common areas for students to meet, an additional conference room, and a room to accommodate an Alumni Program. In addition, The STEAM Center’s general administration spaces, including four Director Offices, a counselor’s office, and general administrative rooms, will also be included in the expansion.

Constructed in 1854 and last updated in 1980, the overall building exhibited significant wear and tear. We found opportunities to buy certain materials in bulk, particularly for bathrooms and kitchens, and factored in typical labor rates based on averages of affordable housing developments and other projects in the Boston region.

Chelsea Veterans’ Home Keville House & Sullivan Building Renovations Study

Clinic/Office Studies at 395 Flatbush

Ellana provided cost estimating services for two concept options at 395 Flatbush in Brooklyn. Option 1 is an 85,320 SF office fit out where the designers will adapt the current façade to accommodate a new exterior door and terrace. Option 2 involves a 78,744 SF medical fit out with the same exterior façade renovations.

Ellana’s estimates for Options 1 and 2 included pricing and labor rates demolition, finishes, window treatments, passenger and extended freight elevators, fire / plumbing & electrical systems, and new mechanical systems such as an all-electric air-sourced heat pump for central air.

Conference House Restoration

Staten Island, NY

The Conference House is located on a track of land, which is considered the westernmost point of New York City. The stone edifice called Bentley Manor was built in 1675, making it one of New York’s oldest surviving houses. This house is known for one of the most important ‘conferences’ that took place between the British and the Revolutionary leaders of the 13 colonies, an event that ultimately influenced its naming as the Conference House.

The Conference House is a two-story building (including an attic and a basement) covered by a steeply pitched gable roof and chimneys enclosed within both end walls. Ellana served as cost estimator for a roof replacement, restoration and drainage project at this historic site. Our schematic estimate included pricing for a new roofing system, lightning protection system, ventilated copper metal chimney caps, French drains, subsurface drainage, and a new waterproofing system.

The NYC Landmarks Preservation Commission designated the building in 1967, and it was listed on the National Register of Historic Places in 1977.

Correctional Treatment Facility Annex

Washington, DC

To address aging infrastructure at the DC Jail and a changing resident population, a prison addition is underway at the Central Detention Facility at 1900 Massachusetts Avenue SE in the District of Columbia.

Ellana prepared a concept design cost estimate for the design team led by CGL Companies and CORE architecture + design. The project consists of two annex buildings totaling 750,000 SF as well as two levels of underground parking, and a 30-bed infirmary. A hardened decorative perimeter façade with planters will replace the typical jail 13’ double row fencing and guard towers. Connections to existing the facility will be made via bridges, stairs, and elevators.

Our estimate considers a 4.5% per year escalation for Annex 1, with construction beginning in 2027 and wrapping up in early 2031. A 4.5% escalation per annum is applied to Annex 2 with a 36-month construction schedule beginning in 2032, finishing in 2035.

Our cost experts provided pricing for structural steel framing, pre-weathered paneled rainscreens, piled foundations, bulletproof glass storefront, secure ceilings, open mesh ceiling materials for outdoor areas, prefabricated inmate cells, HVAC, and vertical transportation.

Ellana served as cost estimator on the East River Park Compost Yard and Educational Building for the NYC Department of Parks & Recreation, through the New York City Department of Design and Construction (DDC).

The new facility, 1,400 SF of enclosed building area and a 700 SF covered outdoor classroom, is sited within a one-acre footprint in East River Park in the Lower East Side of Manhattan, adjacent to the Corlears Hook Ferry Terminal and the new amphitheater.

The Educational Building includes operational bays, push walls, aerated pads, and a trommel screener, as well as public amenities such as restrooms, a demonstration garden, and a flexible outdoor classroom for workshops and school programs.

Ellana’s cost estimates included sitework, stormwater systems, reinforced concrete, metal screens, green roofing materials, concrete aggregate, windows, benches, fencing, and pavers.

New York City Fire Department (FDNY) leased 200,605 SF of industrial space in Queens which will be converted into a new garage and repair facility. The Fleet Services team manages the maintenance and repair of all vehicles in all 221 fire stations in New York City. At any given time, FDNY maintains around 430 vehicles including fire trucks, aerials, tower ladders, equipment vehicles, chief and staff cars. In addition, there are hundreds of rescue and back-up vehicles.

Ellana provided cost estimating services for this public works project. Our estimates featured demolition, ship ladders, concrete foundations, roof repairs, MEP upgrades, petroleum bulk storage, and life safety improvements.

Ellana provided cost estimating and reconciliation services for a new three-story, 16,000-square-foot fire house with offices, kitchens, residences and large storage space and furnished roof common space. The Design-Build project is located in a FEMA flood zone and required special considerations for resilience measures and ADA accessibility and egress configurations.

The fire house also features several training rooms, lockers, administrative spaces, study rooms, sitting rooms, a firefighter quiet room, a stress reduction room, elevated mechanical spaces, solar panels and robust stormwater management strategies.

Ellana reconciled cost estimates with the contractor and saved nearly $8 million in projected construction costs.

Field’s Point Wastewater Treatment Plant

Constructed in 1901 and reconstructed in the 1980s, the Field’s Point Wastewater Treatment Facility (FPWWTF) provides secondary treatment and nitrogen removal for flows of up to 77 million gallons per day (MGD), and primary treatment and disinfection for an additional 123 MGD of wet weather flows. Total treatment capacity at the FPWWTF is 200 MGD.

GSA Newark Federal Campus Streetscape Improvement Project

The General Services Administration engaged Marvel to make surface improvements, promote green infrastructure, and improve placemaking and accessibility at an existing federal campus. Ellana prepared a capital project study estimate for the 100,000 SF site.

The client requested a shopping list of rates for site improvements. Ellana’s estimate featured pricing for pop-up vehicle ramps, security bollards and planters, and CCTV.

Hubbells Lane Relief Sewer

Our client managed the design of the Hubbells Lane relief sewer project, which installs 500 feet of a new 36-inch diameter sewer on Hubbells Lane to reroute the flow from East Wall Street and allow the Wall Street overflow to be closed. When completed, the project will significantly reduce surcharging in the neighborhood.

Kennebunk WWTF Nutrient Removal Project

Kennebunk Sewer District is responsible for meeting the sanitary sewer needs of Kennebunk Maine. The wastewater collection system is comprised of more than 40 miles of sewers and 28 pumping stations. Wastewater is received and treated at a 1.31 million gallon per day (mgd) secondary treatment facility before being discharged to the Mousam River.

Ellana provided cost estimating services for a nutrient removal improvement project at Kennebunk’s Wastewater Treatment Facility (WWTF). Publicly owned facilities are required to implement processes that reduce the effluent nutrient concentrations in wastewater to safe levels. Nutrient removal in wastewater treatment helps WWTP comply with federally mandated limits specified within discharge permits.

New Department of Unemployment Assistance

Brockton, MA

Ellana provided cost estimating services to the construction of a new 33,000 square-foot department of unemployment assistance (DUA) in Brockton. The new building provided a more modern and functional space for the employees of the DUA and the public which it serves.

The site for the new DUA is between two existing buildings and on a busy main street. This produced several challenges for the team. Calculated measures were taken for the demolition of the old existing building as well as the protection and support of the two buildings on either side, which would remain. There was significant temporary shoring and underpinning performed on this urban infill project, as well as the construction of a retaining wall at the front of the site, below street level. Other challenges included the necessary phasing of the project given its busy site, as well as the necessary hazmat abatement. The design includes the use of cross-laminated timber, flexible workspaces, and a covered terrace, among many other great features.

New Jersey Public Health Environmental and Agricultural Laboratories

Ewing, NJ

New Jersey Public Health Environmental and Agricultural Laboratories which include Department of Agriculture Animal Health, Plant Industry, Agricultural Chemistry and Fish laboratories, as well as the Divisions of Animal Health and Plant Industry are located within the State Police Headquarters Complex in Ewing.

The facility is undergoing three separate expansions/connections to the existing structure:

  • A one-story warehouse expansion (10,000 SF)

  • Two-story administration expansion (10,000 SF)

  • Four-story laboratory expansion, mechanical room + penthouse (35,460 SF)

Ellana provided cost estimating and reconciliation services for this complex assignment.

Newport Harbormaster New Building

Newport, RI

Newport is a popular tourist destination, and the current Harbormaster Building in Perrotti Park provides staffed public restrooms that are open throughout the year. With an increase in cruise ships docking at Newport’s harbor, an updated facility is needed. Plans are underway to demolish the existing building, including its structural slab and grade beam foundation while the existing piles are left in place for reuse in the new three-level structure.

The design considers seacoast conditions. The exterior walls of the lower level will be constructed with 8-foot cast-in-place concrete penetrated by flood vents to allow the flood waters to enter the lower level. To capture the harbor views, the west elevation features large windows that can withstand high winds.

Ellana served as cost estimator on this project. Our estimate includes pricing for steel, cold-formed metal roof trusses, concrete, metal decking, HVAC, electrical work, plumbing, storm drainage, and fire protection.

North End Community Center

Boston, MA

The new 58,490 GSF North End Community Center will replace the current BCYF Nazzaro Community Center. As Boston’s oldest residential community, the North End has played a key role in shaping the city’s culture and history. The neighborhood has also been home to diverse communities directly connected to Boston Harbor.

The project is led by the City of Boston and the Foundation for Boston Centers for Youth & Families (BCYF) and will create more equitable access to recreation and the waterfront for the community.

Ellana prepared a schematic design cost estimate that included pricing for foundation on pile and infill with structural fill for an outdoor swimming pool. The estimate featured two design options for the building, four sitework options, 10 alternates, and three Harbor Walk options.

NYC DDC Bronx Animal Care Center & Veterinary Clinic

Bronx, NY

ELLANA provided cost estimating services to Marvel Architects for the Design and Construction of a new 50,000 gross square foot Bronx Animal Care Center & Veterinary Clinic.

The ground-up new construction will house an Animal Care Center, Veterinary Clinic for the Care Center as well as a public Clinic for outpatient services, and a bird and wildlife rehabilitation center with educational programs.

The scope consists of three schemes, each addressing in a unique way the need to balance the introvert nature of an animal care facility with the need to be extroverted in order to attract visitors and educate future stewards of animal welfare. The program consists of Animal Housing Pods, Dental and Special Procedures rooms, Behavior and Training rooms, Public Entry and Reception, Adoption and Housing, Office and Administrative spaces, staff area, Food Preparation, Janitor and Storage spaces.

NYC DDC Staten Island Supreme Court, Monumental Stairs Reconstruction

Staten Island, NY

Ellana provided cost estimating services for the reconstruction of monumental entry stairs at Staten Island Supreme Court. The scope of work consists of the demolition and construction of granite stairs including concrete structure and bronze railings. Additionally, the concrete sidewalk and curb adjacent to the stairs is to be completely replaced.

NYCDEP Ashokan Reservoir Weirs, Bridge & Spillways

 Ulster County, NY

The Ashokan Reservoir is a reservoir in Ulster County, New York. The reservoir is in the eastern end of the Catskill Park, and is one of several in the region created to provide the City of New York with water. It is the city’s deepest reservoir, 190 feet (58 m) deep near the dam at the former site of Bishop Falls. The scope of the project is to increase the reservoirs capacity by removing and replacing the weirs, spillway and bridge while keeping the system continuously in operation. The conceptual phase involved the development of 46 different estimated options for the scope and scale of the project which will be condensed after DEP review down to 1 or 3 options to move forward to construction document phase of design.

NYC EDC Sunset Park District Energy Feasibility Study

Brooklyn, NY

The awarded team prepared a feasibility study to develop district energy alternatives to improve energy efficiency and to reduce carbon emissions for the Sunset Part site owned by NYC Economic Development Corporation. Ellana served as cost estimator for the team.

Structures included in this study are Brooklyn Army Terminal (Buildings A and B), Brooklyn Army Terminal Annex, Boiler Plant Building (abandoned), Brooklyn Wholesale Meat Market (Buildings A and B), Maramont Building, bank building, and car dealership.

The challenge is identifying the best energy strategy that includes reusing as much of the existing infrastructure and existing heating and cooling systems as possible to keep retrofit and implementation costs at a manageable level.

NYCHA - Astoria Houses

Long Island City, NY

Ellana provided cost estimating services for the exterior façade repairs, MEP systems upgrades and repairs, as well as flood mitigation procedures for 13 buildings within the Astoria Housing Complex. Trades include hazardous materials removal, masonry façade repairs, MEP equipment, and infrastructure upgrades and replacement, as well as flood mitigation measures.

NYCHA - Baruch Housing

New York, NY

Ellana provided cost estimating services and consultation during the Construction Document phase of development. The Federal Emergency Management Agency (FEMA) has provided NYCHA with funding to update and rehab the public housing buildings that require flood mitigation and corrective construction as a result of superstorm Sandy that hit NYC Mid-fall of 2012. The completed construction will provide for resiliency against future flooding for the next 50 years. Some unique aspects of construction on this project include passive floodgates that deploy automatically without human interaction when needed. The site also includes 5,500 LF of retaining floodwalls and detention basins to handle excess water in order to protect the 17 existing buildings and the new Central Heating Plant being built.

NYCHA Community Center Upgrades

Various, NY

Ellana provided cost estimating services for the community center upgrades for four NYCHA developments in the Bronx.

Mitchel Community Center

The scope of work includes roof replacement, gym roof replacement, kitchen upgrades, bathroom upgrades, lighting upgrades, and upgrades to the main entrance.

Mill Brook Community Center

The scope included various upgrades on stairs, classrooms, electrical service switches, bathrooms, and outdoor space and playground areas. Lighting fixtures, finishes, roof replacement, boiler replacement, and HVAC replacement are also included.

Patterson Community Center

This project focuses on existing conditions and addressing structural issues that cause water leaks, white box renovation of rooms impacted by water infiltration (finishes, electrical upgrades, lighting, painting), and outdoor aesthetic upgrades of the community center entrance. Upgrades to security alarms are also included in the scope.

Mott Haven Community Center

Upgrades for common area, HVAC, boiler replacement, exterior improvements, and renovation of backyard spaces.
