Kent County Courthouse
This project involved providing cost estimating services at the conceptual and in-progress schematic design stages for a new 120,000sf Superior and Common Pleas courthouse, adjacent to the historic courthouse on Legislative Square. The expansion is within a very constrained site and exceeds zoning. However, the design team developed creative approaches to utilize the sites of neighboring government buildings to provide an opportunity for the courthouse to face the Legislative Square across from the state capitol building, and for the re-use of the old courthouse for non-criminal functions, such as Chancery Court. The old Kent County Courthouse was built in the late 19th century and the building was expanded in several stages, most recently in the early 1980’s. The courthouseis a prominent presence on the most historic green in Dover, the state capital. However, the building has become outmoded in terms of space adequacy, security, wayfinding, prisoner movement and public circulation. The plan expands the vision of the state government and judiciary, which originally envisioned only another piecemeal expansion that would continue many of the current deficiencies of the courthouse, with limited value achieved from the investment.
